Unfortunantely, it's impossible to catch ANY Pokemon from the National PokeDex in Ruby and Sapphire. You have to trade with FireRed, LeafGreen, Emerald, Colosseum, or XD to get Pokemon from the National PokeDex. If you trade with the first three games, you'll actually get the National PokeDex in Ruby and Sapphire.

catch all the Pokemon in the pokedex you have, then talk to the professor at the beginning of the game (the one who gave you your first Pokemon) no this guy is wrong. you have to have caught about 60 Pokemon and have traded with another game then go talk to the professer in the first town you start in and he will give you the national pokedex. if he doesn't you need to catch and evolve more Pokemon

Yes the only catch is you can catch certain Pokemon in ruby that sapphire can't get and vice versa but the pokedex is the same.
Answering "Can you just catch 200 Pokemon on your national pokedex to get chikorita cyndaquil or totodile?" Hell no!
You can't catch a Pineco in Saphire if you don't have the National Pokedex. Otherwise, you will have to trade for one.
