Moon, Mini moon, Mercury, Mars, Jupiter, Venus, Neptune, Saturn, Uranus, Pluto, Star Fighter, Star Healer, Star Maker and Glaxia-- I only count Glaxia because she technically is a scout..she's just an evil scout throughout the session..
you can also count tuxedo mask as being a scout as well because he is the protector of Earth-- that's why there is no sailor earth in the show because Tuxedo mask acts as the sailor scout of earth. :)
So depending on what you want to count you could say 13, 14 of 15.
