There are no limits to the number of appeals. They can have as many appeals as inventive attornies can (and do) dream up.

The death penalty is giving to thoses who have killed a person.
At some point in a condemned person who has been given the death penalty, all appeals to lift the death penalty runs out. At that point a court decides when a condemned person will be executed. The appeal process on death penalty cases can run for 20 years or more.
It is where prisoners who have been given the death penalty are housed. The purpose is to keep them out of the general prison population.

An injection is given to them to kill them. Most like how people are killed if they are given the death penalty today.
There have been almost 1300 executions via the death penalty in the United States. About 1264 of these executions have been since 1974.
Exodus 20: 2 "If a thief is caught breaking in and is struck so that he dies, the defender is not guilty of bloodshed; 3 but if it happens after sunrise, he is guilty of bloodshed. So they don't feel guilty of administering the death penalty of a thief.
