This was declared dogma at the Council of Ephesus and it is an article of faith for all Catholics and Orthodox. These, however, does not mean that she is in anyway divine, nor should she be worshipped, dulia is due to God, alone. Nobody "believes" in her as divine or some kind of mother goddess, that would be heresy, she was created a human being like all the rest of us, howbeit preserved from original sin because of whom she would bear.
