New York City Police headquarters is located at One Police Plaza in NYC. In addition, the NYPD has numerous precinct stations and other facilities within the city.
There was no 21st Precinct Station in NYC. There was (and is) a 20th and 22nd, but no 21st. It was precisely because there was no 21st Precinct in real life that Sidney Kingsley set his stage play DETECTIVE STORY in the detective squadroom of the 21st Precinct, and that the radio drama, 21ST PRECINCT, WA set there. If you like West Side Story, the police were from the 21st Precienct.

Justin Volpe was an NYPD police officer who worked in the 70th precinct in Brooklyn. He was arrested for sodomizing Adner Louima with a broken broom handle in the precinct bathroom and attempted to cover up his crime. He was sentenced to 30 years in a federal prison. His father was a famous NYPD Detective in the 70's who was know as the "Art Detective" for his skills and knowledge in any and all expensive Art thefts that occurred in NYC.

In large cities the number varies depending upon the original grid layout. In NYC (Manhattan) the number of north-south blocks per mile is 20. East-west blocks (between avenues) are typically just under 5 north-south blocks in length, so the number of east-west blocks per mile is 4.
The answer would depend on the city blocks being used to measure a mile. In NYC, for example, in Manhattan 20 uptown/downtown blocks equals one mile. From 20th Street to 30th Street is one mile. In Chicago or Atlanta--who knows? because there is no standard measure for a block in most cities.
