If it has separate blower speed controls for the front and rear, it has separate resistors. Blower speed resistors are mounted close to the blower motor it controls for cooling purposes.
Blower resistor. I have an 04 that does the same thing. Bad connection between the resistor and the plug for me. Big topic though for durango those resistors.

The 2003 Ford Expedition front air conditioner blower fuse can be found in the fuse box. The front air conditioner blower fuse will be the number six fuse.

Its your Blower resistor! Its located on the passenger side underneath the dash board. I had to change mine in my 02 Durango. It takes about twenty mins and cost about $40.00 buck. You have to buy it at the dealer.
They're separate blower systems. Have you checked the fuse?
It is the horn relay that is located under the hood in the box directly in front of steering wheel.

open your glovebox, release the hydraulic arm from the right side of the glovebox. Next, lower the glovebox by pulling in left side. In front of you is the blower motor. To the left of the blower motor is a set of wires that are plugged into the Resistor. Unplug and unscrew to remove Resistor.
Check the resistor pack, blower speed resistors, low right side under dash, just above foot area, for a bad , burnt connector. Ebay had a repair kit listed to repair the problem. Easy to do and can save $200 if you do it yourself.
