well you don't necessarily need to have a certain amount of blocks to get diamond however you do need an iron pickaxe to mine it. if you are having trouble finding them they exist is majority around layer 16.

You can find it in caves and you must dig it with pickaxe (not wooden or stone pickaxe)
When ever I find diamond it's usually around redstone so when you find redstone just dig around it

you can't but you do this get 9 diamonds and craft a diamond block then put the diamond block somewhere then go to your screen home then double click on the home button you see minecraft pe delete that then go back in minecraft pe then you will notice that you have two diamonds blocks there you have it
