Lap & shoulder (3-point) seat belts are best for school buses. They are like the ones that you find on most passenger vehicles. Compartmentalization (high-padded seat backs) is good for those students that aren't belted in, but the addition of lap & shoulder seat belts helps limit excursion and flailing. It also better protects students in side impacts and rollovers.
Because vehicles over a certain size aren't required to have or use seat belts, so it would be a waste to put them on. It is also a safety issue. The color stand out more.

Well, i think that school busses don't have seat belts because the school trusts the bus driver to be safe. Also, the bus driver expects the children to stay in their seats. But some buses do have seat belts, and I bet thoes shools are very safe.
