The only Empire to meet both criteria was the British Empire. Others have had accurate calendars; even the Egyptians had that. But astronomy more advanced than "Look at the patterns of the pretty lights in the sky" was never attained until the invention of the telescope in 1608. Note: The Maya Empire, in Central America, developed very accurate calendars, but I wouldn't say that their general astronomy was advanced. That may be the answer required.

Their counting system was based on 20, to the best of my knowledge. Also they saw the year as 360 days. This is a multiple of 20. That may explain why.

The Maya calendars were highly accurate, with the Long Count calendar used for measuring long periods of time and the Tzolk'in and Haab calendars used for tracking shorter cycles. They demonstrated advanced astronomical knowledge and precision in their timekeeping systems.
The calendar developed and used by the ancient Maya has an end date. On the Gregorian calendar, it's December 21, 2012.
