It is too general a question to answer! How tall is the woman, how much does she currently weigh and how much physical activity does she engage in? Is she interested in weight loss or weight gain? what is her current BMI? It also depends on the amount of muscle she is carrying.

If this lady is interested in weight loss, then her output of energy (exercise and general lifestyle activity) must be greater than her input (food). The more muscle mass there is the greater the energy that will be burned. So a greater muscle to fat ratio is obviously better.
