It depends on your yarn and hook size, and how much drape you want on your blanket. You need to work a sample swatch. Make about twenty chains and then work say 10 rows if your stitch is straightforward, more if there's a long pattern repeat. Measure the size of the swatch, and compare the size to the blanket size you want, and multiply up as necessary.
This varies with the yarn, the hook size and the tension. You have to make a sample, count and measure. However, the chains alone won't give you an accurate idea of size. You need to work a few rows of your pattern stitches to be sure. Try making about 25 chains and work 25 rows. Making a swatch like this seems a bind, but if you're embarking on such a big project it's time well spent. Alternatively, you can make motifs and sew them together until you have the size you want.
That's impossible to know without the yarn weight and hook size. Chain 22 and dc into the 3rd chain from the hook, then dc in each chain across. Work about 8 rows and then measure. This will give you an idea of how many you need to chain.
