If that is the case and you want 7 stitches on either side of your hill and valley, the foundation chain would be a multiple of 17 + 16. I would suggest possibly 152 for a twin size. Crochet Cabana has a pattern called Donovan's Ripple Afghan which may suit your purposes.
If you are not talking about a ripple afghan as noted, then this would not be the appropriate number of chains.
The only way I know to crochet letters onto an already completed afghan would be to use surface stitching.
