Parents neglect their children because they are either busy or they have more important priorities. Sometimes adults who have children have mental disabilities which dis-enable them to look after their children, this means they might subsequently ignore their children. So does that mean that a child should get attention ONLY if the have a mental disiability? I find this comment offensive and infuriating. Im going to report you.

Depends. Many places serve alcohol and children can go to dinner or lunch with parents or adults. Many restaurants serve alcohol as part of the menu. Taking a child into a bar while you party could be considered neglect if you did this every night.
