the new mini cooper (since 2001) has been designed in Germany, but made in England. minis before that were designed in England, and made in England, Spain, Italy and Australia.
To my knowledge the only service manual for minis is made by Bentley and it covers 2002-2006.

If you mean a new BMW Mini, I'm not sure I'm afraid. However, in a classic mini, the companies that made them between 1959 and 2000 never used an size above 1275cc. But to be honest, the engines can be rebored and modified to be 1380, 1440 and 1460, not to mention the fact that classic Minis have had V8s, VTECs and even single or twin motorbike engines fitted. In a classic Mini, there's almost no limit to the engine size. I hope this helps :)

If you are referring to the Mini Cooper it is only made by one manufacturer and thats BMW. BMW bought the remnants from the original owners of the Mini and the Rover Group which was BMC (British Motor Corporation).
