The Constitution of India was adopted by the Constituent Assembly on "November 26", 1949. Thirty years after, under the leadership of Dr. L. M. Singhvi, the Supreme Court Bar Association declared November 26th as the National Law Day. Thereafter, every year, this day is celebrated as the Law Day, all over India, especially by members of the legal fraternity. This day is celebrated to honour the 207 eminent members of the Constituent Assembly who are considered the founding fathers of the Constitution of India.
September 14 is celebrated as Hindi Day and was adopted as the official language of Constituent assembly in 1949 on this day. The Constitution of India adopted Hindi in Devanagri Script as the official language of the union under Article (343) in 1950.

The question is a bit ambiguous. I shall try to answer both that I understand. The building was completed in 1927 and initially held meetings under British rule. After 1947, when India gained independence, it held meetings of the Constituent assembly. In 1952, India beca,me a republic and since then Indian Parliament has held its meeting in the Parliament House or as it is called Sansad Bhawan now.

Task assigned to write Indian constitution was given to Constitution Assembly. There were many people associated with different task. But the whole group worked under chairmanship of Dr. RAJENDRA PRASAD. Many learned people were given important task under him. They were namely AN SINHA, kRIPLANI,AMBEDKAR to name a few. Dr Rajendra Prasad was head of constitutional assembly which was instrumental in writing Indian constitution.
