In the United States of America a congressman is anyone elected to the legislative branch of government. However the legislative branch is divided into two parts, the Senate and the House of Representatives. In common usage, members of the Senate are called Senators and members of the House of Representatives are called congressmen.
Congressmen are allowed a small staff and how many each has depends on the seniority of the Congressmen. Generally, they have a Chief of Staff, Communications Director, Legislative Director, and several interns.
There are no judges in the House of Representatives; the members are called either Congressmen (Congresswomen) or Representatives. Judges are part of the Judicial Branch; the House of Representatives is part of the Legislative Branch; they're completely separate.
