There isn't really an answer to this. We would like you to have a few contributions so we can assess whether you are a good potential for TIP. A rough recommendation would be around 100 contributions, most of them being answers, with a couple of tool usages and ideally some community actions.

As a better explanation, it would be ideal if you have at least 6 months of active experience on Answers before joining TIP, although exceptions can be made.

No, you do not gain any extra tools by joining The Initiates Program. You are trained in using the tools you already have as a contributor. This is an opportunity for you to excel in all areas of the site before graduating and hopefully being invited to become a supervisor. Currently the only requirement to join the Community Outreach program is you have to be at least 13 years old. All you need to do to join is to send your request and email address to communityoutreach @ wikianswers.com (remove the spaces). There is no minimum number of contributions you should have to join.

Of course you can. As long as you meet the age requirement of 15 years, you can join The Initiates Program too.

How do you earn badges in The Initiates Program?

When you join The Initiates Program you will be given a program badge for your profile. This is displayed in the badges section of your profile and cannot be edited by yourself. You will also earn a different badge for each mission that you complete in the program. These badges are placed in your editable profile section (your "about me" section). This means that you are free to edit their position by editing your profile.
