Europe is a continent with over 50 countries. The European Union is an organisation. As of 2013, 28 of the countries in Europe are members of the European Union. Many countries in Europe are not members.
Countries are members of the European Union, not people or trade unions. As Malta is one country that is a member of the European Union, then the amount of members of the European Union from Malta is one.

The European Union, which has 28 of Europe's countries as members.
All European countries are in Europe. What you probably meant is two European countries that are not members of the European Union. There are many of them. For example: Albania and Norway are not members of the European Union, but they are European countries. Europe is a continent and the European Union is an organisation. There are European countries whose borders extend from Europe into Asia, Turkey and Russia for instance, but they are still classed as European.
The European Union has countries as members. Britain is part of the United Kingdom. England, Wales and Scotland are in Britain, but along with Northern Ireland they are treated as one member of the European Union.
No Eastern European countries were members of the European Union in 1993. The EU did not expand to the east until 2004 when nine Eastern European countries (with one Western European nation) joined the EU.
