We don't know. Collections of cuneiform tablets have been found dating back to 2600 B.C.The ancient Egyptians had a famous library in Alexandria.
Two possibilities: a private archive of clay tablets was found at Ugarit, a city in ancient Sumer; these were mostly business records. Also, the Biblical city of Nineveh had an extensive library of clay tablets on a wider range of subjects, including literature. If I remember correctly some important variants of the Gilgamesh story were found there.
Examples of cuneiform writing can be found on clay tablets from ancient Mesopotamia, dating back to around 3200 BCE. Some well-known examples include the Code of Hammurabi, the Epic of Gilgamesh, and various administrative records and royal inscriptions. Cuneiform was used to write several languages, including Sumerian, Akkadian, Babylonian, and Assyrian.
The Library of Nineveh was a significant ancient library that housed a vast collection of knowledge, including texts on history, science, and literature. Its importance to our culture today lies in the valuable insights it provides into ancient civilizations, helping us better understand our past and heritage. Additionally, the study of texts from the library can offer inspiration and new perspectives for contemporary scholarship and creativity.

I believe clay tablets with what is called "cuneiform" symbols have been found in ancient Sumeria (what is now the Iraq and Iran area) that are 5 or 6 thousand years old. There may also be other archeological findings from other parts of the world, but Sumerian cuneiform is well known. Clay was used because they didn't have a Staples nearby to go get paper at. Plus, when wet, it was easy to scratch symbols onto, and then when it dried, it was more permanent.
It was found in the Late Assyrian Destruction Level at Nineveh.
Cuneiform is one of the earliest forms of writing developed by the ancient Sumerians around 3200 BC. It consists of wedge-shaped characters that were typically impressed onto clay tablets using a stylus. These clay tablets provide valuable insights into ancient Mesopotamian civilization, including literature, history, and administrative records.
