That depends entirely on what is being measured because cups is a measure of volume and pounds is a measure of weight. For example, 3/4 pounds of styrofoam will fill more cups than 3/4 pounds of sand will.

IN THIS CASE, however the phrasing of the question is illogical at best.
This is not a valid comparison cups measures volume while pounds measures mass. Think of it like having 3 pounds languid and 3 pounds of air. Both are the same 3 pounds but 3 pounds of gold is small enough to fit in your hand while air is so light you wouldn't be able to carry the container it is in because it would be so big.
