8oz is one cup, regardless of dry or wet.
CORRECTION: It's commonly thought that 8oz=1cup, since 8 fluid oz of liquid equals one cup. But when you measure dry in ounces you are measuring weight. To give an extreme example, 8oz of lead is about 0.073 (less than 1/13) cup.
The reason for the confusion is when you measure 8 fluid ounces, you are actually measuring the volume that is equivalent to 8 ounces of water. Not the weight of what you're really measuring.
The number of cups of rice in 8 oz of rice varies slightly depending on the type of rice, etc.
According to a volume/weight conversion calculator I found, 8 oz of rice, depending on the type of rice is:
short round - 1.08 cups
long - 1.13 cups
Basmati - 1.16 cups
rice flour - 1.42 cups
So for measuring rice for cooking you're probably safe estimating 8oz = approx. 1 1/8 cups (1.125).
Or if you're lazy like me, a heaping cup of rice will work just fine.

Common white rice, converted rice, and "broken" rice all conform to the rule that one volume rice, and two volumes water makes three volumes cooked rice.
This formula doesn't necessarily work for short-grain or medium-grain rice and it doesn't work very well with "wild rice", which isn't really rice.
Basmati and jasmine rices are fermented and infused with flavor. They follow the formula. I don't like jasmine rice, but basmati is wonderful, and has become my go-to rice.

It would be very light if it is popped, much less than a pound. Pounds is a unit of mass/weight. Gallons is a liquid measure. They do not convert cleanly. The density of the liquid being measured can make a big difference. If the liquid is water, there is 8 pounds to a gallon.
