I am not sure I understand this question. The members of the president's team (his cabinet, his advisers, etc.) are considered part of his administration; but there are no other presidents and thus, the only administration is the one led by the president. That said, there are often new agencies and bureaus that are created. For example, there is a new Consumer Protection Bureau that is now in operation under the Obama administration.
