No but you can call them and ask them if they are coming but you should demand an "for sure" RSVP.
Anyone who receives an invitation, addressed to them, and containing RSVP, with or without a response card, should reply. If the invitation is for you and your spouse/significant other and/or your children, then one person should respond and include the number of persons in your party.

I would suggest you RSVP as soon as you receive the invitation - if you are sure if you are attending or not. This way you won't forget to return the RSVP card. Otherwise, note the date that this card is due back (it is written inside the card when they need to have your answer) and mark it in your blackberry or on a calendar so you don't forget to send it back.
There is no set rule on what the rsvp date for an invitation should be. The potential guests need at least a week or two to figure out if they will be able to attend.
