All depends upon the tree. Some California redwoods have been around since before Christ. Some other trees don't make it very far >less than a year. What kind of tree are you referring to?

The answer depends on how high/tall/mature you want the cedar tree to be. A seedling may take a few months. A 20-feet tall tree may take years.
