London does not contain states - it's a large metropolitan area made up of lots of boroughs and two cities (the cities of London and Westminster are very small in the centre).

It is difficult to define a state as distinct from a country. The official vew is that the United Kingdom of Great Britain and Northern Ireland is a Sovereign State, made up of England, Scotland, Wales and Northern Ireland.
