Acetic acid hasn't a true valency number. The number of valence electrons for the molecule CH3COOH is:
Carbon: 2 x 4 = 8; Hydrogen: 4 x 1 = 4; Oxygen: 2 x 6 = 12
Total: 8 + 4 + 12 = 24
