Eagle Scouts have returned their awards in protest at several different times and over several different issues over the years.
In 2012 another round of highly publicized returns occurred over the BSA's re-affirmation of its policy to exclude homosexuals. One group called Scouting for All claims that 1000 scouts have done so, however, the BSA is not releasing statistics on the true number and Scouting for ALL has not released proof of their assertion. There is no way for anyone but the BSA to know how many they have received.
When you consider that 50,000 Eagles are earned annually with about 2 million being earned since 1911 (2% of all scouts) even the 1000 number, if true, represents a very small fraction. Returning an Eagle award is a truly uncommon event.
To earn Star Scout in the Boy Scouts of America, you must earn six merit badges, including any four from the required list for Eagle Scout.

Merit badges are awards earned by Boy Scouts based on activities within an area of study. The purpose of the merit badge program is to allow Scouts to examine subjects to determine if they would like to further pursue them as a career or avocation. As of April 2011 there are 126 merit badges. A Boy Scout needs a minimum of 21 to earn Eagle Scout.
There were 48,498 Citizenship in the Community merit badges earned by Scouts in the Boy Scouts of America in 2007.
181 NASA astronauts were involved in Scouting, and 39 are Eagle Scouts
The BSA has not released any data on Eagle Scouts by age.
About 10.
About 2% of scouts make Eagle Scout
well to answer 21 merit badges are required
As of October 2012 there are 130 merit badges offered. This is an unusually high number as they historically have sought to keep the number around 100, retiring some when introducing new ones. For a list of them with links to the requirements see the related link.
That number is unknown as it takes place in the future. Statistically, 2% of all boy scouts will achieve the rank of Eagle. It is not very many.
