It is estimated that about 30,000 earthquakes happen in California each year. However, many of these are much too small to even be noticed. Only about 15-20 earthquakes are 4.0 or higher in California annually.
It really varies. Some years, there haven't been any-- in fact, after the devastation of the 1906 earthquake, there were no earthquakes from 1911 to 1979, and then activity picked up again, culminating in the 1989 quake. But historically, while the California region does have a number of fault-lines and the potential for earthquakes, these events have not been constant nor even consistent.
In 2008, scientists estimated there was a 21% probability of another major quake within the next thirty years; they based this on their assessment of the San Andreas fault, which was responsible for both the 1906 and the 1989 quakes. But they could not say definitively when (or if) the next major quake would occur.

From 1680 to Jan. 12-11, there have been 65 earthquakes. Sorry, couldn't find any for the rest of 2011 or 2012.
There are fault lines in those areas, and when the earth's plates move, they cause earthquakes. There are two fault lines in San Francisco, but I do not know how much in Japan.
