Most probably is meant:

  • Tellurium, Te, a chemical element that has the symbol Te and atomic number 52

    rather than:

  • Terbium, Tb, a chemical element with the symbol Tb and atomic number 65.

Te: [Kr] 4d10 5s2 5p4

(or Tb: [Xe] 4f9 6s2 )

The electron configuration of arsenic can be written as [Ar]4s^2 3d^10 4p^3. Therefor, 4p would be the highest occupied sub-level of an arsenic atom.
