An electron can hold (be in) only one orbital at a time. It will form up around in atomic nucleus in a specific orbital or energy level or shell, depending on what you want to call it. But this may be only part of the answer. An electron can move to higher energy levels if it is given enough energy to do so. Note that only a spedific amount of energy is acceptable in this process - a specific quantity or quantum of energy. If it takes "x" amount of energy to drive an electron to the next higher level that is available to it, "x + 2" energy won't cause the electron to do anything. It's either the exact amount or nothing happens. This is a direct result of the quantum nature of the electron and the idea is a building block of quantum mechanics. For a given stable, neutral atom, there is a "next" higher energy level out there that an outer electron can move to if motivated to do so by the administration of the correct quantity of energy. And there is another energy level beyond that, as well. And another beyond that. And inner electrons can move out along with outer electrons. It gets complex in a hurry when we ionize atoms by giving their electrons more energy and pushing them to higher orbitals. At some point, there is a practical limitation on the actual number of orbitals and exactly where they are. That is, there is a "realistic" limit to the height of the energy level an electron can exist in as a part of that atom. And it will be different from each element we look at, too, as you may have guessed. Push an electron "too far" and it just "goes away" and the atom that has lost it may start looking for another electron nearby.
