Well it is a USAF aircraft, so you have to be an American citizen if you're not already. Then you have to get very high mark (For us in the UK it's 5 GCSE A-Levels) and when you are in the USAF you have to train for years, then you may be flying F-22s as they should still be in service then. You have to work hard and be an exceptional pilot, though.

A fair amount of it depends on where you live. The only currently operational "stealth" fighters in the world are the F-22s of the USAF. These aircraft are based across the US as well as several overseas bases. From time to time, they make appearances at major airshows. If you don't live near one of the above-mentioned bases, one of these shows is probably your best bet to catch a glimpse of an F-22.
