There is no spedific measurement. You should signal in good time before slowing down and the distance depends on your speed and the road lay out. You do not want to bev mistaken for tkaing an earlier turn but you also need to give the other road users sufficent time to notice.
This isn't a rule of thumb about distance, it's about how long you signal your intention (time). I don't know the set law about this time. My dad is a professional truck driver with 30 years over the road, he told me, when I was learning to drive, when you turn your turn signal on to switch lanes, let it flash for 2 or 3 times before you begin changing lane.

If the TPI (throttle position sensor) is bad, you will have a fault code set in the computer. To check it, with a scope, graph the signal while opening/closing the throttle. The signal should be a smooth wave, if there are any dips, the sensor should be replaced. The contact can wear in the position the blades are at during normally driving, especially if you many due highway constant speed driving.
The legal distance varies by state, but in city traffic, 100 feet should be pretty safe. Allow more distance on the highway

You should start your signal as soon as you start to slow down for the turn. Therefore, turns at higher speed are notified sooner than turns at lower speed. Source: BMW Driving School
