There are lots of species of caterpillars and, to some extent, the number depends on the species - some have no legs at all.
However, most caterpillars have 3 pairs of "true" legs and 5 pairs of "prolegs". Prolegs aren't really legs - they aren't jointed - but the serve a similar purpose. So most caterpillars can be said to have 16 legs (and hence 16 feet).
