I had the same problem with my '96 Passat when i got it. All i had to do was to put my key in the driver side door and wait until all the doors were unlocked. That unlocked my fuel door as well. you.

On a 96 it is just in front of the drivers rear tire, in front of the gas tank along the side of the unibody frame
The fuel filter is usually under the passenger side rear of the car inline. The fuel pump filter/strainer should be in the tank and the fuel pump shutoff switch might be located in the trunk. Dodge does not have inertia/shutoff swithces.

Assuming that the '02 fuel filter is similar to my '96 and '00 filters, you remove or loosen hose clamps, remove hoses, put the new one on in reverse order. Is there something more? --Ken
