The blower resistor is probably bad, due to a failing blower motor that is drawing too many amps.
There is only one blower motor resistor and it is located in the evaporator housing.
Replaced many blower modules ( in engine compartment ) from that year. Check it out.
The blower is drawing to many amps. Have it checked. If that's not it. your blower motor is shorted out. Om the motor to the frame.

Swap the relay with a known good one, many of the relays are of the same part number. Keep in mind that the blower motor relay only controls the high speed function. The blower motor speed resistor and the blower motor switch controls the lower speeds.

blower moter coil windings shorted, motor spinning too slow than normal (increase current draw), short circuit in wiring, excessive amp or current draw in blower circuit than what is protected by amp rating fuse for that circuit. maybe even having too many loads (electrical devices on at once) especially if all these devices are connected in a parallel circuit and power is bridged.

If the fuses are not blown, then it may very well be that the blower motor is damaged or the control is not working properly. Well... The "switch" itself - that turns the motor on/off & the various speeds, is mounted to the panel on the dashboard.In the 1996 and newer models, that panel also integrates the radio controls.
