Depends on what you need it for, typically most people wont need much more than 16Gigs in the base model iPad, however some people do have extraordinary amounts of video files and music that takes up much of the space, so it depends how much you have to put on it, specifically video and music files
For the needs you listed, you will need a flash drive of under 1 gigabyte. However, this is assuming you will have just text. Pictures take up more space and depending on how many, you might need a larger drive. If your funds allow, an 8 gigabyte drive will be a very good purchase for general needs.
