Is the program director in charge of what music and who to play on a radio station?

It varies. The Program Director (often called the PD in the industry) is the person who manages the entire on-air sound. He or she hires the announcers, supervises the format to make sure it is being done correctly, and trains the on-air, news and production staff that work there.
