No. A military police officer goes through military basic training, then the militray equivalent of a police academy, but does not need to attend a civilian police academy.
Whether officers are exposed to pepper spray (Mace, a form of tear gas, is seldom used anymore) and TASERs during training is determined by each training academy. Most officers do get some exposure, which can vary from walking through a room where pepper spray has been sprayed or being touched with the electrodes of a TASER to being sprayed directly in the face with pepper spray and getting "the full ride" of a TASER.

Basic Military Training is initial accession training for Enlisted Air Force Personnel. The Air Force Academy is a school for commissioned officers, and as such, after first getting accepted to the Air Force Academy, you must still go through Basic Cadet Training. If you plan on attending the Academy and have the ability to get accepted, I strongly recommend not entering enlisted basic training, as I have heard some graduates joke about how they went through 5 different Basic Trainings: Enlisted Basic, Academy Preparatory School (Where almost all prior enlisted cadets must spend a year before even beginning their 4 years at the Academy) Basic, Air Force Academy Basic, and then twice through the Academy Basic as cadre/instructors. The Air Force Academy application is a long process which includes writing samples, academic resumes, interviews, as well as medical examinations and physical fitness testing. The process of interviews, essays, and resumes is also repeated to acquire a Congressional Nomination to attend. For more specific information on this process, contact an Admission Liaison Officer.
In most states, police officers need to go through training, typically at a state or locally run law enforcement academy, and then be "certified." This certification is not referred to as a license, though. The requirements vary from state to state - do a search for "law enforcement academy" and the name of your state for more information.
If you are employed by a police agency they will customarily pay your starting salary AND send you through police training academy at their expense. FOr larger departments these are usually 'in-house' training facilities.
