This varies substantially as each planet makes its orbit around the sun. At aphelion Uranus is 3 billion km from the sun, while at perihelion Pluto is actually closer to the sun than Uranus. The planetary orbits do not intersect--Pluto is inclined to the plane of the solar ecliptic. At closest approach they might be as little as a few million km.

At aphelion Pluto's elliptical orbit takes it 7.37 billion miles out from the sun. If this happens to be on the opposite side of the sun from Uranus when it too is near aphelion--which might occur every few million years, the distance between them would be maximized to 7+3 = 10 billion km, plus a little for Pluto's angle above the solar plane.
