The clutch cable on a Peugeot 206 is self-adjusting. If it is not working right, then there is something broken. The auto adjuster is part of the clutch cable assembly, so a new clutch cable is required.
Fault with clutch master cylinder.
Are you replacing a whole clutch or just the clutch plates?

You have a clutch problem The clutch is not releasing correctly and the the car will not go into gear This is probably a problem with the hydraulic clutch system.
Depends on what exactly is wrong with it :) Unless it is about simply replacing or adjusting the clutch cable, replacing the clutch involves removing transmission out, which means taking the axles out etc.
You don't HAVE to replace the clutch, but, since the clutch has to be removed before the flywheel can come off, it'd be foolish not to. There's a lot of work involved that would have to be duplicated later.
