No difference. They both refer to the same thing. Laws, in order to be enforced, MUST be "on the books" (i.e.: passed).
Some are for it and most are against it. About 1/4 of adult Americans own a firearm, which would indicate that a lot of people believe in owning guns. The US already has several thousand gun control laws on the books. Many people do not know that these already exist, or are misinformed about the laws.
