Skin is not a well-defined layer - it is many layers and as such there is no answer to your question as posted.
There are actually 3 layers to the human skin. The epidermis, dermis, and hypodermis. Each layer serves a different purpose to the human body.

Yes and no. Skin is translucent. The very outer layer of skin cells can technically be determined dead, however you can see through them to the layers which are still growing. In addition the skin happens to be the largest organ in the human body.
