There is no Francine breed in DragonVale. Basically, if you do everything you are supposed to, you can get almost all the dragons o level 20. The only exceptions to this are the sun, moon, rainbow, gem, and New Year dragons, which top out at level 10.
In order to get the others to level 20, you must purchase their elemental statues. Once you level 50 dragons of that element to level 10, it will unlock level 15 for that type. Once you level 50 to level 15, it will unlock level 20.
