Judea was not headed by a governor. It was administered by a prefect on behalf of the Governor of Syria. Pontius Pilate, the prefect, did not want Jesus to be executed. He thought that he was innocent. It was he crowd in Jerusalem who wanted Jesus executed.
Jesus was executed with two convicted men, thieves, who had rightfully broken the law. One of whom asked for forgiveness from Jesus. And, Jesus forgives him. Not much is said about the other convicted man, but he did not seek forgiveness from Jesus.The two are mentioned in non-canonical books. In the First Infancy Gospel, the forgiven thief is called Titus and the impenitent man is Dumachus.The Gospel of Nicodemus and Catholic tradition names the repentant thief, Dismas, but not the other.
