While the Twin Towers could have held many thousand more, a limited number worked there. About 50,000 people have jobs there before 2001.
The aircraft that crashed into the World Trade Center towers did so not because of an accident, but a deliberate act. The men that hijacked the aircraft wanted to kill as many people as they could, and do as much damage to the US as they could. A simple answer- they believed people in the US are evil.

for memorial ===== I think they were built largely for show- as a symbol of wealth. Of course land is scarce in Manhattan, so there is an economic reason to go up if office space is needed.
Both buildings (North and South Tower) were 110 stories - at the time the highest that could be built - becasue water had to be pumped to the top floors for bathrooms and fountains - and pumps were not that strong/cost effective when they were completeld in the early 1970's.
