A day is how long the planet takes to spin on it's axis and a year is how long it takes to go around the sun, but since these times are completely different on other planets, and there is no one there to decide that there will be a certain number of months per year and that they are a certain number of days long each...then there are only days and years on other planets.....
I suppose you mean "neptunian day" and "neptunian month". How would you define a "neptunian month"? A day is easily defined by the rotation. On Earth, a month was originally defined by the movement of the Moon, but Neptune has several moons, with different periods.
