Obama's administration refers to the executive branch of the United States government during the tenure of President Barack Obama, which lasted from 2009 to 2017. It included various departments and agencies, such as the Department of State, Department of Defense, and the Environmental Protection Agency, among others.
The term "administration" is just another way to refer to the president and his cabinet. When you hear about the Obama Administration, it is not some company or business: it means the Vice President (Joe Biden) and the other people Mr. Obama chose to head the various agencies in the government, such as the Secretary of State, Secretary of the Treasury, Secretary of Commerce, etc. So the purpose of the Obama Administration is to run the government and lead the country. This is what the president and vice president were elected to do, and the members of the cabinet help them to do it.
I am not sure I understand this question. The members of the president's team (his cabinet, his advisers, etc.) are considered part of his administration; but there are no other presidents and thus, the only administration is the one led by the president. That said, there are often new agencies and bureaus that are created. For example, there is a new Consumer Protection Bureau that is now in operation under the Obama administration.
As far as I know, Mr. Obama has not established any new agencies. He has talked about merging some already existing agencies, but no new ones have been created during his first term as president.
