It depends on which isotope. In the most common isotope, there are 12, but in about 1% of carbon atoms there are 13, and in a tiny, tiny fraction of a percent there are 14. Other numbers are possible, but effectively do not exist in nature because they decay almost immediately and can therefore only exist as a transient part of a decay chain of other radioactive atoms.
