James is correct if by what one means to ask is how many numerals or digits compose an IP address. However, if one refers to numbers, there are only four with the definition being that each number is an octet. This is because each part of an IPv4 address (IPv6 is a different issue, so we will not discuss it in this answer) has a value that is defined by eight bits. The values possible for each octet can vary between 00000000 and 11111111 thus giving a total range of between 0 and 255 in decimal notation.

The way to consider this is if one is taking inventory of apples and finds there are 14, that number is written down on the inventory sheet. When someone wants to know the number of apples, he won't look at that and say that there are two numbers that define the quantity of apples but, instead, there is only a single number: 14. The same is true with IP addresses. Each part of the address a.b.c.d is a single number, so if an octet has a decimal value of 1, 16, or 252, it is not seen as one, two, or three numbers but rather as a single number.

It varies, of each of the four groups of numbers in an ipv4 address, there can be between 1 and 3 digits, giving ip addresses of 4 to 12 digits.
