Windows NT is the foundation for all current Windows Operating Systems. Windows XP, Vista, Workstation, and 7 all use the NT foundation. Windows ME was the other attempt at creating a stable Operating System foundation for future use, but it failed.
Aside from Windows, A PC computer can run operating systems such as Linux, and the many distributions that have been developed by homebrew groups. Additionally PC users can use Google operating system.
Essentially there are three that Microsoft still makes available for general home use: Windows 7, Windows Vista and Windows XP.
Windows 7 and Windows XP are operating systems. You cannot format operating systems. But you can format your hard disk or hard drive. You can use Windows XP bootable CD to format HDD, but you will have to use Windows 7 Bootable Installation disk to install OS on your formatted drive.

You don't. There are many other different Operating systems out there that you can use instead. Mac OS X, Linux, Ubuntu are sone common alternatives for Windows.
For personal use the big ones are Windows and Leopard for MacOS (Apple computers). There are a number of Linux flavors which exist. Another OS is ReactOS. This depends on operating system. Windows uses two bytes per line, and most other operating systems use one. This means there will be 6 bytes for Windows, or 3 bytes for everything else This is because Windows uses a line ending of <CR><LF>, while other operating systems use just <LF>.
Some people still tend to use the older version on Windows operating systems as they feel more comfortable in using them. For example some people still continue to use Windows Vista when Windows 7 exists because they do not want to invest in another OS or for many other reasons revolving around the features which the two operating systems provide.
